Located in southeastern Luanda, eight Kilometers from downtown, the master planned Nova Vida (New Life) project is one of the largest housing projects since independence. The national government contracted for construction and sales of dwellings primarily intended for public sector employees. When complete, it will include 1434 units (both single and multi-family), providing housing for over 20,000 inhabitants.

The community also includes schools, a health center, police station, commercial center, and public parks. The project includes 450 hectares and 9.6 kilometers of new sewage lines. The construction began in January of 2001.

In 2004, new financing arrangements to complete construction and sale of housing were approved by the Permanent Commission of the Cabinet. This spelled out the employment and credit-worthiness requirements for interested buyers, with purchases financed by 10 and 20 year mortgages. Funds from early home sales will allow for project completion. This public/private funding method will be used as a model for similar housing projects across the nation.
