It was constructed in 1925. The builder was Li Bingqin with the style name of Shaonong. He was one of the first-generation bankers. At that time, he held the post of General Manager of Harbin Branch of "Oficcial Bank of Three Provinces in Northeast China". After Japanese Army invaded the three provinces in Northeast Chinia in the 1930s, the Japanese Army combined Official Bank of Three Provinces in Northeast China and other banks together to form the central bank of puppet Manchukuo, and asked Li Bingqin to act as the nominal manager. Li Bingqin refused to be a slave of a foreign power and resigned in anger.
