The first Town Hall of the Municipality of Makati was a "Bahay na Bato" type of structure built at around 1918 by the name Presidencia. It was later concretized in 1934 under the administration of Mayor Nicanor Garcia.

In 1958 during the tenure of Mayor Maximo Estrella, the old Town Hall was renovated. When the seat of government was transferred to its present site in 1961, the old Town Hall was temporarily occupied by the Municipal Library. When the Library was transferred to its present location within the City Hall grounds, the Philippine Eye and Ear Infirmary occupied the building.

In March 1990, Ordinance No. 186 was enacted by the Municipal Council under the administration of Mayor Jejomar C. Binay for the restoration of the old Town Hall for its conversion into a museum called the MUSEO NG MAKATI. Restoration was undertaken in 1991. Blessing of the Museo was on April 23, 1992 with the ceremony presided by Mayor Jejomar C. Binay. In June 1993, the Tourism and Cultural Affairs Division now the City Museum & Cultural Affairs Office, moved in to manage the Museo's operations.
