Cliffs Natural Resources (Cliffs) proposed development of Black Thor, the largest chromite deposit in North America. An environmental assessment of that project started in October 2011. However, in November 2013 it announced that it was suspending the Black Thor project indefinitely, citing uncertain timelines and risks related to infrastructure
