The 560 hectare, International Center for Boundary Co-operation (ICBC) zone straddles the boundary between Kazakhstan and China, incorporating parts of both. Its development followed a 2005 agreement between Kazakhstan and China to develop cross border trade, and economic, scientific and technical co-operation between the two countries. The agreement created a special legal regime for the zone that allows the free movement of citizens of Kazakhstan and China between the Kazakhstan and Chinese sectors without the need for a visa.
