Accessible by foot through a 300-step stairway from Halsema Highway, Upper Cogcoga is located on the other side of Quirino Hill and overlooking Mamaga and Stone Hill. It is small community mainly consisting of Cordillerans mostly from Mountain Province who settled in the area in the mid 1980's. It can also be accessed by car through a concrete road going up - around 200 meters from the Cocgcoga Stairway. The road is very steep, though; and is quite slippery when wet. Thus, it is advisable to use powerful vehicles to reach the area.
