This is a former partially-constructed cloverleaf interchange that was intended for an extension of A-13 to A-50 near Mirabel Airport (as evidenced by A-50's very wide median in the area), anticipating that it would become the primary airport for Montreal (instead of Dorval). However, with Mirabel being 50+ km away from Downtown Montreal / Montreal Centre-Ville, and with few adequate public transportation links, Mirabel quickly faded as a massive white elephant, and sees very little traffic (freight only) today. Without a primary destination, A-13 remains terminated at A-640, and a link to A-50 isn't on the horizon for the forseeable future.
