Barrio Obrero was built in different parts of Manila, and later in Kamuning, in the newly founded Quezon City. It was first proposed in 1909 that he said there should be affordable housing for ordinary workers, and it was rejected several times by American Governors-General. It was only in the 1930s when Barrio Obrero were built in Manila. The Barrio Obrero that was built around Gagalangin and Maypajo (a part of it, around Kalye C. Namie, became part of the said barrio) is one of those established by the Local Government of Manila.
