The building is also known as Shuqingyan Pavilion. (Chinese: 淑清院) Located in the northeast corner of the Southern Sea, the building was built for the Qianlong Emperor as part of a small garden, similar in style to the Beihai Park. After 1959, the original building was destroyed in order to make way for the construction of a barracks and officer staff quarters for Unit 8341, the Zhongnanhai security guard regiment which guards Zhongnanhai and the senior leaders of the Communist Party of China and the State Council of the People's Republic of China.
