This campus began its activities as a private institution when it was established. Its name was the Qom Higher School of Administrative and Judicial Affairs. It only had an academic program at the associate degree level. However, a few years later, the institute approved an undergraduate academic program. Students were interviewed and then permitted to enroll into one of two academic programs. These two academic programs were named City and Administrative Services and Social Welfare and Law Services.

In 1976, the institute joined the public sector under the supervision of the Ministry of Science Research and Technology. The institute has been financially independent since then. However, from the educational viewpoint, students and administrative regulations have been affiliated to the University of Tehran. Also, up until 1976 the institute itself issued the degree certificates to the campuses graduates. After 1976, the University of Tehran issued the degrees.

The titles of the academic programs were also changed by 1976. They were renamed the Administrative Sciences and Judicial Laws. The name of the institute was also changed to the Higher Judicial and Administrative School.

In 1979, the institute became the Qom campus. In 1989, after the Cultural Revolution and the reopening of the university, the name of the Administration Sciences academic program was changed to Public Administration.
