Initially called the Jubilee Institute, the building was a charitable building to celebrate Queen Victoria's Golden Jubilee. The foundation stone was laid in 1887 and presented by Sir John Neeld, it was established as a literary and scientific institute. It later served as the town library.

Now the offices for Chippenham Borough Lands Charity.
