This building is City Air Terminal. You can catch shuttle bus to Incheon International Airport and Gimpo domestic airport. You can checkin your luggages here if you traveling in any of the Korean airlines(Korean Air, Asiana Airlines), not sure whether other airlines have office here to allow check in. Recently they have opened up a Immigration counter also, so you can get your passport departure stampted here itself. So when you go to Incheon you can enter thru the special immigration gate for City Air Terminal passengers do not have to go thru the normal immigration counters.
