The Jungar ruler Ba'atur Khungtaiji founded the town of Qabuq Saray (also Qabiq Saray, now Hoboksar) or Hefeng sometime in 1639-1643 at a location about 5 km east/southeast of modern Hoboksar. The town was one of several founded by the largely pastoralist Jungars, and has sometimes been described, with exaggeration, as a permanent capital. After the Qing conquest in 1758, the town was placed under the Tarbaghatay (Chochek/Tacheng) prefecture. In 1771, it served as refuge for the Torghuds (Kalymks) who fled from Russia to Qing China.
