Was established by a Decree issued by His Highness Sheikh Zayed bin Sultan Al Nahyan (Federal Law No. 27) on November 15, 1999. According to its establishing Law, the Authority is governed by a Board of Trustees chaired by HE State Minister Abdallah Ghobash, while other members of the Board, representing the public and private sectors, are appointed by a decision of the Council of Ministers.​
