nice open “Salon de thé/Pizzeria” inside Samabo park which has a lovely view of Tunis Gulf. To get there from the train station “Carthage Salambo” take the direction of the sea until you reach a crossroads with 3 meters’ column. Go ahead (at the end a big blue gate of the Police Academy) until you reach “Diar el Bhar” street which you should take until you reach the park on the left side.
You can enter the park from the main gate where you can find a guard asking for entrance fee, it is not expensive around 500 millimes or 1 dinar.
