With his estimable recognition of the richness of our natural resources and culture, the honorable President Diosdado P. Macapagal signed Executive Order No.30 on the 14th of January 1969 to create the National Parks Development Committee (NPDC), which shall oversee the development of Rizal Park, Quezon Memorial Circle, and other national parks. His wife, First Lady Evangelina Macaraeg Macapagal, supported the NPDC through her program to beautify Rizal Park and other public shrines like the Libingan ng mga Bayani.
President Macapagal is most known for his enactment of a Land Reform Code, the change of the date of the celebration of our independence from the 4th of July to the 12th of June, and for his work to lay our formal claim over Sabah in 1962.
A lawyer, economist, diplomat, and professor. President Macapagal is a product of public basic education from the Lubao Elementary School and the Pampanga High School. He went on to specialize at the University of Santo Tomas.
Coming from a simple peasant family, he is the second child in a brood of four by Urbano Macapagal and Rowena Pangan of Lubao, Pampanga.
This 21st of April, 1999, as part of the 36th year anniversary celebrations of the NPDC, this marker was erected in NPDC's recognition of the exemplary leadership of President Diosdado P. Macapagal.
