The sculpture was opened on May 31, 1998.
Sculptors: Volodymyr Shchur, Vitalii Sivko.
Architect: Volodymyr Skulskyi.

Panikovskyi is a fiction personage from the satirical picaresque novel "The Golden Calf" by Ilia Ilf and Evgeny Petrov, published in 1931.
The sculpture was built at the place where Panikovsky was engaged in fraud, depicting himself blind and deceiving trusting Kyiv citizens, who passed by.

The prototype of the sculptural image was the actor Zinovy ​​Gerdt, who played the role of Panikovskyi in the movie "The Golden Calf" (1968) by director Mikhail Schweitzer.
