Telšiai was mentioned only in 1450, however the settlement was founded in the 13th or 15th century in the former area of curonian tribe. Some researchers suppose Telšiai could be related to Talsa valley which was mentioned by Teutonical Horde cronicle. According to some tales, Telšiai was founded by giant-hero Džiugas (Telšys) who lived on Džiugas hill in the lithuanian-teutonical battle period. Telšiai manor was metioned in 1450 and the town begun to grow arround it. In the 15th century Samogitian eldership (Žemaičių seniūnija) parliaments and courts were held in this settlement. Telšiai became the centre of vicinity in 16th century and probably gained city rights which were lost later. Catholic parish was established in 1536. Magdeburg (city) rights were received on December 9th, 1791. In the end of 19th century the city grew rapidly. Some old historism style buildings remained.
