This is "La Isla de las Muñecas", "The Island of the dead Dolls".

In 1951 a little girl drowned in the channels of the region. Her soul couldn't rest, she still haunts the island...
She also appeared to Julián Santana Barrera, who lived nearby. He finally found an antidote: Old dolls from the channel (lost by visitors on pleasure boats) seemed to keep the spirit. The first puppet he hung himself in the trees of his island. Then more people came and brought old dolls on thereself. After some time, the girl transformed her paranormal energy to these dolls. People, who drive at night with the boat on the channel, can hear the puppets whisper and watch them move.

Interesting fact: Don Julian Barrera, administrator of the island, drowned in 2001, exactly 50 years later, at the same place, as once the little girl.
