This building is the main building of the National Industrial Institute, which was founded during the Great Korean Empire period. Construction began on the building in 1907 and finished 2 years later in 1909. It was designed by the Construction Office of the Ministry of Finance. This was originally the site of the Machine Testing Institute of the National Mint, but in 1906 the National Industrial Institute was founded and the main building, lecture halls, and a cafeteria were built here.

This building is a two-story wood building built in the formal Renaissance style. The Walls are covered with German-style wood panels, and it is the only wood building remaining from the Great Korean Empire period. The main building of the National Industrial Institute was shared with the Central Testing Institute beginning in April, I912.

When the National Industrial Institute was divided into the Gyeongseong Industrial College and the Gyeongseong Industrial School, the main building was used solely by the Central Testing Institute. Alter liberation the building was used by the National Industrial Institute of the Ministry of Commerce and Industry, and at present it is being used as the administrative building of the Korean National Open University.
