The ESB is the Electricity Supply Board, the state provider of electricity in Ireland. The building was controversial at the time of its planning in the 1960s and construction. 16 Georgian buildings were knocked in order to build. This broke the longest continuous street of Georgian buildings in Dublin, what was referred to as the "Georgian Mile"
