Windsor Heights is an older suburb, boxed in by other communities: hence no population growth. It has a reputation of being upscale, but there are also cheap houses in some areas. Windsor Heights is called by locals "Radar Heights", because it's a notorious speed trap. They will ticket you for even going 3 mph over the limit, so beware. Windsor Heights is a nice suburb and conveys a rather classy name around the Des Moines area, though.
