This is a tourist observatory named "Wang Hai Ge" from whose rooftop observatory tourists can observe the trilateral border. Originally built as a civilian facility housing souvenier shops and coffee stalls (as of a visit in Septemer 2004), it has since then been converted into an office space occuupied by the military, the interior being off limits to tourists (as of a visit in July 2012. The rooftop observatory is still accessible via an emergency stairway on the exterior) . The spot has no Customs, Immigration and Quarantine function, so it should not be categorized as a border checkpoint.
