Pils iela 21 was built in 1698 for Michael Strokirch, the Resident Governor of Sweden in Riga. In 1710, during the Great Northern War, Russian soldiers were housed here and after the city surrendered, it was taken over by the Governor General, Prince Alexander Menshikov.
In 1782, the building became the property of Matheas Wilhelm Fischer, who, in 1804, established The Fischer Institute, a teaching facility for poor orphaned girls, which existed up to World War I. The building was then used for various commercial offices and, in the 1940s the 21st Professional Technical High School. On 16 July 1999, the building was inaugurated as the UN House.
