Hoakalei Lagoon encompasses more than 53 acres (210,000 m2) once envisioned as a 600-800 slip marina with boat launch ramp facility, comfort stations, and trailer parking. Commercial viability of the marina concept came into question partly because nearby Ko Olina Marina, a comparable private facility, remains more than one-third unutilized. Resort development partners have been uninterested in the marina concept. A public recreational lagoon as an open-access amenity, with bordering pedestrian promenade, performance spaces and 200 parking stalls, integrated with major shoreline recreational improvements and upgrades to the city's Oneula Beach Park, is now envisioned as a replacement community resource approximating the shoreline of Ala Moana Beach Park to drive commercial resort development (2012).

While excavation of the east half of Hoakalei Marina continues, cleanup of the west side is underway.
A yellow silt curtain has been installed to separate the west end from the east to allow a specially-equipped boat to begin “vacuuming” up silt and loose coral from the bottom of the marina. The desilting effort will be repeated on the east side once excavation of the waterway is complete.
Later this summer, contractors will begin installing granite armor stone along portions of the marina’s edge. That work is expected to take several months to complete.
A multi-lane boat launch ramp facility, fishing piers and slips all need to be constructed before work on the marina’s entrance channel can begin.
