When the early farmers from the Cape Town area settled in the vast area later known as the Cape Province, they needed centrally located places where they could trade, socialise, buy victuals, and worship. In the case of the later Willowmore community these needs were catered for at the farm 'The Willows'. From 1864 onwards this meeting place developed into a town, initially known as Willow-Moore (named after William Moore, a 1820 British settler).
During the Anglo-Boer War of 1899 - 1902 Willowmore was at one stage occupied by the commando of Gideon Scheepers. Scheepers was later controversially executed at Graff-Reinet.
