North Oaks is a northern suburb of the Twin Cities located in Ramsey County with an estimated population of 4,557 (2006). James J. Hill purchased all of the land that would become the city in 1883, and he and his son owned it as a hobby farm until his son's death in 1950. It was developed as a gated community, and the city still enforces its policy of private streets, no trespassing. North Oaks is one of the only cities in the United States that has asked Google to remove all street view images for it, due to the private road situation. It is also one of the highest-income places in the US, with a per capita income of $72,686.
