Carlisle is a historic city located close to the Scottish border. The modern name comes from Cumbric Cairliuelydd and its name in Welsh (which is related to Cumbric) is Caerliwelydd. The Roman town was known as Luguvalium and was close to Hadrian's Wall on the Roman Empire's edge. Being close to the border it was always important for defending England (and sometimes Scotland!) and its castle is still largely intact. It is also the county town of Cumberland which was merged with Westmorland in 1974 to form Cumbria.

The Local Government Act 1972 also made provision to combine the former County Borough of Carlisle together with the Border Rural District of Cumberland in order to create the new "District of Carlisle", a constituent part of the new County of Cumbria. It has 22 electoral wards of which 12 are located within what is termed the 'urban area' of Carlisle and approximate to the former County Borough, the remaining 10 being termed Carlisle 'rural wards'. www.carlisle.gov.uk/downloads/A3_ward_map_2011-12.pdf

Technically the official status of 'City', formerly enjoyed by the County Borough, was also transferred to the new district, which is thus officially now the Carlisle City District; whereas, the attached polygon delineates only the Carlisle 'urban area' designation for planning purposes.
