Morro Rock is one in a chain of nine volcanic mountains known locally as the Nine Sisters. They were formed over 20,000,000 years ago when magma welled up, solidified, and the softer rock eroded away to leave the volcanic plugs.

During the 1930s, the Works Administration Project quarried material from Morro Rock to build the sea wall between the rock and the mainland, forming Coleman Park and cutting off the northern access to the harbor. The WPA also cut steps into the rock to form a trail from the base to the top. This trail was mostly eradicated sometime in the '60s-'70s due to safety concerns although those granted permission to climb the rock will, especially as they approach the peak, find some of the remaining steps and the remains of metal pipes sticking out of the ground.
