  These flat owners are cheating the Government to evade Stamp Duty. All are law disobeying persons, bad citizens.

  Its the opposite. Govt is cheating the residents saying that the tax should be high because you have mall and school in your complex. If its so then are the other customers visiting the mall also be taxed for it or the other students studying in Intnl School also paying the tax?
