This park is the area of the old fortress (citadel) built by Spaniards after their conquest of Catalonia in 1714 in order to subjugate Barcelona and all the country to the new absolutist and centralist order of Bourbons. The inhabitants of a part of the old quarter of la Ribera (centered in Santa Maria del Mar) were forced to tear down their houses to create a free military area. After de liberal revolution of 1868 which puts to an end the monarchy of Bourbons, the new president, the catalan general Joan Prim (whose monument is close to the park access), autorized people to tear down the hated fortress. They made it with their hands, since 1878. Only the chapel, the governor's palace (now a high school) and the arsenal (from 1931 and now, symbolically, the Parliament of Catalonia) were preserved. The area was the site of the 1888 "Universal Exposition" (World's Fair).
