Was under construction as Lenin's Museum, but was not been put into operation owing to the "Reorganization of 1986-1991". It was converted in a palace of the President, being in 90% of readiness as a museum.

Construction started in 1986, but was interrupted in 1986, construction started again in 1993 and was finished in 1995.
