The National Institute of Public Administration (NIPA) was established in 1962 as a Staff Training College for the Civil Service. This was one of the strategies adopted by the Government to meet the emerging challenges of building a new nation on Zambia’s attainment of independence on 24th October, 1964.
The Institute has over the years evolved to meet the nation’s training and development challenges. In 1998, the Institute was transformed into a commercial entity under Act of Parliament No. 15 of 1998, as part of the Public Service Reform Programme (PSRP) launched by the Government in 1993.
On receiving Presidential assent in October 1998, and following the appointment of the Governing Council by the President in December 1999, the new NIPA started operations under the new mandate on 1st January, 2000.

Mission Statement
To provide innovative and market-driven management and business training, research and consultancy services to the public, private and other sectors for improved performance and productivity.
Goal
To deliver focussed, high quality and affordable training, research and consultancy services to clients in order to enhance individual and organisational performance in the public and private sector.
