During SWW Anzali was a main harbour and practically the only oulet of Iran to Europe (outlet of a little bit civilized (!) country to the superior civilization of the West). That's why the king of the country (Reza Shah) made a magnificent Palace for his temporary and frequent stay during foreign trips and to use as a place using Caspian beaches in hot summer days. This Palace saved as a historic place and serves as an Army musiume and a Planetarium open to the public.
