The first information about Noginsky range comes from 1930, when the Revolutionary Military Council at the Moscow factory "Mastyazhart" was organized by the Research and Development department to develop bombs. As a part of this department, a test station with workshops for the manufacture and testing of prototypes was established at Chernogolovka, six kilometers from Noginsk.

The test site began to develop not only bombs, but also the latest in aircraft gunnery and other weapons. The proving ground includes a fixed fleet of aircraft, testing and support services and a fully-functional airfield.

Prior to 1953, the site conducted extensive testing of advanced aircraft armaments: fighter aircraft guns, and machine guns of various calibers, bombs and all kinds of optical sights.

At the end of 1953, the test station was relocated first to the city of Engels, Saratov Oblast, then in the mid-70s to Akhtubinsk (Astrakhan Oblast).
From the beginning of 1954 to March 1956, Noginsk Proving Ground stood empty.

In 1953, the country's leadership commissioned scientists from the Academy of Sciences to begin the creation of new high explosives. These tests needed a ground and a small set of well-equipped laboratories. After examination of multiple proving grounds, the director of the Institute of Chemical Physics, Academician N. N. Semenov and his assistant, F. I. Dubovitsky settled on the Noginsk Proving Ground, stating: "...for us it would be desirable to get a piece of the Noginsky Proving Ground. ...Comrade Antonov, after a meeting on options for providing us the site ... marked in pencil on the map, [an area of] 2,090 hectares...I found it convenient for us, firstly, because it is 60 kilometers from Moscow, and secondly, close by, (five kilometers) runs the Moscow district concrete road, while three kilometers away there is a railway line owned by another agency of the Ministry of Defence. This branch of course we will need to deliver all building materials and heavy equipment." The Chernogolovka Research Test Site was established on the site in February 1956. At the same time part of the site the was chosen to host one of the three newly-created data centers of the USSR Ministry of Defense, the LC-3. In 1961, LC-3 received the status of one of the divisions of CRI-30 USSR Ministry of Defense.

In April 1965, the Government ordered the construction of the complex technology of buildings for TSKKP in Noginsky district of Moscow region, which became known as Noginsk-9.

Today the testing ground is used by MOE, ODON VV MVD and the various departments of the Ministry of Defence as a tactical small arms and artillery range.
