This public library is located in the neighborhood of Barris, close to Shopping Lapa and Piedade. It offers services to the blind and multiple reading rooms. There is a room devoted to state and national newspapers (as well as archived volumes) and a rare books room which houses almanacs, magazines, and other materials dating from the late 18th century.

In addition to books and reading materials, the library has a cinema and hosts a variety of film series.
It is open Monday through Friday, from 9am to 10pm, and Saturdays, from 9am to 12pm.
