ETC's purpose was treating wood products for long-term outdoor use- think power and phone poles, and railroad ties. Way back when, this was done by pressure-treating them with creosote. It was open from 1943-1982, during which time tons of toxic chemicals were simply poured into the ground. It is now a major Superfund site.
