Dalupaon is derived from two Bicol terms "dalup" that signifies to dive and "paon," which means to catch the fish using a hitch or fish trap. These terms were coined by Spanish sailors who went off to the ground for exploration. While observing the way the folks lived during Spanish era, they learned these terms from divers who were catching fish under the sea. This small, yet progressive historical place has been an adored barangay of Pasacao town since the administration of Mayor Owens Marquez until the time when Mayor Asuncion Villamante Arcenio has taken over the position of Mayor Lee Oliver, Jr.

After winning majority of the votes from Dalupaeños, Joselito Villaflor, a native of Balatan, is currently administering the barangay as its captain next to the former ABC President Hon. Welhelmino P. de Guzman, Sr. With different projects for the barangay, he leads his team toward its development and preserving its rich and beautiful culture.
