The tax office building in Cardiff. Originally conceived during the 1960s at the time when someone thought it would be clever to use computers, the Phase II tower was intended to be the home of PAYE Centre 3 (Centre 1 was built in East Kilbride, and is still known as such, Centre 2 would have been somewhere in the Midlands). The bulk of the building would hold computer equipment - bear in mind this is the 1960s, so "computer equipment" fills a room. This plan was abandoned, and the building was fited out with offices instead. Unfortunately, nobody told the HVAC engineers.

The 16th floor is supposedly the highest point in Cardiff. Capital Tower is taller, however Phase II is on higher ground.
