Soviet-style center for culture, with its own hall (former cinema and theater), dancing floor, cafe, library and zoo (the only zoo in the Murmansk region). Is the place for rehearsals and perfomances of local rock bands and dancing groups, also is the place for most prominent concerts that ever happened in the city (for example on the Day of Metallurgist in summer when worldwide or at least nationwide famous artists come to Nikel). In the case of a big event, a scene is mounted in front of the building. The central hall is frequently used for local political life - public hearings on different issues are usually held there
