Montpensier was built in 1958 as part of the "Plan de Constantine" adopted by the local French government with the objective of building houses and buildings for the indegenous local population who was left out of the system for a very long time as a result of a desastrous and outrageous colonisation. However, this policy didn't work and finally the algerian people obtained their freedom and liberated their country from the invaders. The quartier Montpensier is renamed to Ben Boulaid reference to a famous liberation army chief.
