Ponghwa Chemical Factory was constructed in 1978 with the cooperation of PR China, following a visit to the DPRK by Hua Guofeng. It is oil refining facility with a processing capacity of 2 million tons. While it still uses railway for industrial supplies, the oil is primarily from the Sino Korea Pipeline that runs from Dandong, PRC to Pihyon County, DPRK.
