Electus D. Litchfield won the design competition for the Fletcher Trust Building but was dismissed. Arthur Bohn served as the local architect overseeing the construction of the Holabird & Roche design. This was the tallest building in Indianapolis completed between 1910-1919.

The building's last office tenant, Bank One, vacated the building in 1992. Charles C. Brandt Construction Company served as the contractor during a renovation project in 1996. The building reopened as the Ramada Waterbury Indianapolis Hotel at that time.

Another renovation by First Hospital Group Inc. and Shiel Sexton began in 2002. The property reopened as the Hilton Garden Inn Indianapolis Downtown on December 17, 2003, and was most recently renovated in 2018. With 188 rooms, it is the twenty-second-largest hotel in the Indianapolis metropolitan area, according to the Indianapolis Business Journal in 2020.
