A 'hobo jungle' is the traditional American term for an encampment, either ephemeral or semi-permanent, of homeless workers, usually transiants.
By definition, the hobo's jungle is conveniently near a railroad line or freight yard, and sufficiently out of the way to avoid drawing the unwanted attention of local authorities.
