7-story Neo-Federal commercial building originally completed in 1920 as a 4-story building called the New York Telephone Company Building. Designed by McKenzie, Voorhees & Gmelin, it was expanded with three new floors on top just three years later, by the same architects.

The facade is clad in dark-red brick above a limestone ground floor and grey granite water table. The piers are lightly banded and there is a recessed central entrance with metal-and-glass double-doors and a tall transom atop three steps. A carved panel above the entry reads "TELEPHONE BUILDING" and is flanked by slender scrolled brackets carrying a small cornice with modillions. A fluted band course caps the ground floor. There are eight bays to the east of the entrance, and nine to the west, with metal-door service entrances at both end bays, under small cornices. The western one has a small, square window opening above it. The ground-floor windows are also topped by small cornices.

The upper floors have 3-story stone pilasters (with Corinthian capitals) around the windows at the middle three bays, and the three outer bays on both sides (with an extra bay at the west end). Between the pilasters, the 2nd-floor windows also have stone surrounds with keystones. A broad, dentiled band course and cornice marks the original roof line.

The top floors have the same window layout, with more stone surrounds at the same windows on the 5th floor. Stone band courses line the bottom and top of the 6th floor, and the top floor is set back, with a large pavilion at both ends.
