Established in 2013 as a newbuild facility, the MARAD Layberth Facility (MLF) is a combined landside/waterside port which is operated by the US Maritime Administration as a dedicated support and staging area for Reserve Fleet vessels in Reduced Operating Status (ROS). Consisting of twin piers with multiple mooring dolphins and a landside stringpiece and vehicle staging area, the MLF is slated to become the home of up to eight eight large, medium-speed, roll-on/roll-off (LMSR) vessels which are presently layberthed in various ports across the country and maintained in a Reduced Operating Status, meaning they are kept in a condition which permits their near-immediate activation for service if ordered to do so. In order to support these vessels and the potential of another four vessels of varying types and their crews, the facility has been equipped with electrical, fresh water, septic and fuel delivery infrastructure on its piers, which have also been designed to support the continuous operation of up to 100 large vehicles per hour in the event that the vessels are actively loaded for deployment directly from the Layberth Facility.

Declared fully operational in mid-2014, the MLF welcomed its first vessel with the arrival of the Algol Class Fast Sealift Ship SS Regulus (AKR-292) on July 30th, 2014, followed by the SS Pollux (AKR-290) in November of the same year.
