Originally known as Wattrum Kaserne, completed in late 1914, and enlarged during the Second World War. During WW-2, the kaserne was occupied by two German infantry battalions.
The first American units occupied the kaserne in 1945. Various commands used the barracks until Combat Command C moved in on 13 February 1953.
The barracks were re-named in honor of First Lieutenant Bernard J. Ray, 8th Infantry Regiment, who was awarded the Medal of Honor after his death on 17 November 1944, during the drive through the Hürtgen Forest near Schevenhütte.
