In 1794 a battery and a blockhouse were erected at the head of the harbor on the site of an old fort. It was ommitted from the project of 1798. An enclosed battery, mounting seven heavy guns, covered with a blockhouse, was erected under the Second-System of coastal fortifications in 1807. Should there have be any occasion for defensive works before new works were built, the fort was planned to be repaired under the Third-System.

As of 1851, it was intended to be armed with eight 32-pounder guns, three field pieces, two 8" heavy seacoast howitzers and two 10" heavy mortars, for a total of 15 guns.

The Third System also planned to later replace this fort with works intended to be armed with sixteen 42-pounder seacoast guns, thirty 32-pounder seacoast guns, thrity-three 24-pounder guns, ten flank howitzers, eight 8" heavy seacoast howitzers, one 13" mortar and two 10" heavy mortars, for a total of 100 guns.
