This is the Lower Green Ridge section of Scranton. Plagued by flooding for years, the U.S. Army Corps of Engineers is finally protecting the neighborhood with a levee system that is under construction. This working-class neighborhood is home to the Green Ridge Shopping Center and the old Scranton Lace Works, which may soon become home to an artists' colony or lofts.
