The $550 million dollar visitor center is now open. Most of the center is underground, thereby not blocking the view of the Capitol.

Before 9/11, it was possible to roam freely around the Capitol grounds - and even in the building itself, within reason - to admire the sculpture and landscaping. No more! Those days are over, replaced by a massive tomb-like visitors' center.
